No Man’s Land focuses attention on the disappearing Dead Sea and its associated water problem. The project envisions a network of artificial islands that would provide new tourist amenities, renewable energy production and fresh water collection. One of the ambitions of the islands would be to develop a building technology that extracts water molecules from the humid air above the sea. The project asks if it is possible to shift the conditions of water supply in the region, thereby providing new conditions for political change. It also asks how architects can participate in these complex political dynamics and decision-making processes.

According to the less alarming forecasts of the GIEC (Intergovernmental group on the evolution of the climate), the ocean level should rise from 20 to 90 cm during the 21st Century with a status quo by 50 cm (versus 10 cm in the 20th Century). The international scientific scene assets that a temperature elevation of 1°C will lead to a water rising of 1 meter. This increase of 1 m would bring ground losses emerged of approximately 0.05% in Uruguay, 1% in Egypt, 6% in the Netherlands, 17.5% in Bangladesh and up to 80% approximately in the atoll Majuro in Oceania (Marshall and Kiribati islands and step by step the Maldives islands).

If the first meter is not very funny with more than 50 million of people affected in the developing countries, the situation is worse with the second one. Countries like Vietnam, Egypt, Bangladesh, Guyana or Bahamas will see their most inhabited places swamped at each flood and their most fertile fields devastated by the invasion of salt water damaging the local ecosystems. New York, Bombay, Calcutta, Hô Chi Minh City, Shanghai, Miami, Lagos, Abidjan, Djakarta, Alexandria… not les that 250 million of climatic refugees and 9% of the GDP threatened if we not build protections related to such a threat. It is the demonstration inflicted to reluctant spirits by a climatological study of the OECD (Organization for Economic Cooperation and Development) and that challenges our imagination of eco-conception!

Could the middle of the ocean offer sustainable dwelling places for mankind in the future? Estonian architect Marko Järvela of Hirvesoo Arhitektibüroo, winner of the aesthetics category in the first design competition for seasteading, believes that sustainable water-locked living could in fact become a wonderful reality. He saw designing “SESU Seastead” (short for SElf-SUstained seastead), as an opportunity to find the reality in ideas that are “balancing at the edge of utopian.” Järvela says that his winning design for a mini-society in the ocean is based on a self-sufficient lifestyle that requires a rearrangement of priorities.

Veekogusse ehitamine nõuab hoonestusluba Valitsuselt

Selleks, et avalikku veekogusse ehitada, peab soovija taotlema kõigepealt hoonestusloa Valitsuselt. Hoonestusluba on tähtajaline, see kehtib üldjuhul 50 aastat.

Luba annab õiguse avaliku veekogu põhjaga ühendatud, kuid kaldaga mitteühendatud ehitise ehitamiseks. 50 aasta möödudes on õigus taotleda loa pikendamist järgnevaks perioodiks.

Hoonestusloa alusel tehtud ehitis on hoonestusloa oluline osa ja kuulub hoonestusloa omanikule. See ei asenda teisi seaduses ettenähtud lube, mis on vajalikud avalikku veekogusse ehitamiseks ja ehitise kasutamiseks – ehitusluba ja kasutusluba on vaja täiendavalt taotleda tavalises korras.

Erinevus on siinkohal, et avalikku veekogusse kaldaga püsivalt ühendamata ehitiste ehitamiseks annab ehitusloa ja hiljem selle ehitise kasutamiseks kasutusloa Tehnilise Järelevalve Amet, mitte kohalik omavalitsus. Selle põhjenduseks on asjaolu, et avalikud veekogud ei ole kohalike omavalitsuste haldusterritoorium.

See ujuv maja, millest Urmet kirjutas (Urmet @ 17.04.2007 16:02), sellega sai Indias Keralas Tagavetel sõidetud - tõeliselt chill laevmajake oli koos täisteenindusega - sina ainult söö ja joo õlut-veini. :)

Waterstudio.NL is an architectural firm that has taken up the challenge of developing solutions to the problems posed by urbanization and climate change. Prognoses are that by 2050 about 70% of the world’s population will live in urbanized areas. Given the fact that about 90% of the world’s largest cities are situated on the waterfront, we are forced to rethink the way we live with water in the built environment. Given the unpredictability of future developments we need to come up with flexible strategies – planning for change. Our vision is that large-scale floating projects in urban environment provide a solution to these problems that is both flexible as well as sustainable. We think that the full potential of floating developments will not be utilized directly however, and predict the following trends for the upcoming 50 years.

Economic pressure and ground prices in city centers often demand that old functions be demolished. The first step in water-based development for the upcoming 10 years, is to relocate such functions from the centre to the waterfront. This provides space for more economically feasible developments in expensive high-density areas while regenerating often dilapidated waterfronts. We call this trading places.

A next step would be expanding urban fabric beyond the waterfront: building normal urban configurations on water locations, with normal densities and usual typologies such as apartment-buildings, semi-detached housing etc. Water-based neighborhoods that look and feel just like traditional land-based areas but just happen to have a floating foundation that allows them to cope with water fluctuations.

The full potential of floating developments opens up when we start thinking about dynamic city planning. Floating developments are highly flexible because buildings and even complete city-parts can easily be relocated to suit changing demands. We will move towards a dynamic approach to our building stock and start seeing our buildings as recyclable products with a second hand market, reducing demolition and new construction to a minimum. The impact on reduction of CO2-emission and use of resources will be enormous. We predict that in about 30 to 50 years this will be our way of dealing with water-based city-planning - a dynamic and sustainable building strategy beyond the waterfront.

Tallinna külastab Patri Friedman, et tutvustada siinmail meredele linnade ehitamise ideed. Tegemist on aktivisti ning poliitika teoreetikuga, kes on ka endine tarkvara insener ja pokkeri mängija. Milton Friedman’i pojapojana ning David Friedman’i pojana on tal liberaalsed mõtteviisid juba kaasa sündinud ning läbi oma töö Seasteading Institute‘s levitab ta seda ka teistele.

Mere asustamise idee eesmärgiks on rajada kommuunid, milles oleks võimalik eksperimenteerida uute sotsiaalkorra võimalustega, mis vastaksid 21. sajandi vajadustele.

Kuna maismaa on valdavalt erinevate riikide territooriumitena hõivatud, siis soovitaksegi rajada need kommuunid merele, et oleks võimalik katsetada ka tänasele alternatiivseid valitsusvorme. Kuigi teooria võib meile öelda, kuidas oleks parem oma elusid seada, siis sellest järgmine etapp on paratamatult teooriate rakendamine praktikas, näitamaks laiemale ringile, mismoodi see reaalsuses teostuda võiks.
